Procurement Analyst

Purpose of Role

To represent Procurement as an on-site presence at TransPennine Express (TP)E and provide support to the wider procurement function, enabling the delivery of various Committed Obligations and key activities. Supporting TPE by using initiative to respond to adhoc requests and representing the function at Executive board meetings and reviews.

To proactively construct, progress and manage compliant tenders ensuring all local and wider divisional opportunities are considered and included where applicable.

To deliver key accountabilities and responsibilities required of the role whilst providing support as required to the procurement and finance functions. Responsibility for activities on behalf of TPE delivering best value for money by effective management of spend and utilising FirstGroup cross divisional synergies. Management of the procurement and finance databases, such as the contracts management system and spend and savings tracking. Responsibility of vendor onboarding and management, including quality assurance and safety assessment.

Principal Accountabilities and Responsibilities

  •  Deputise for the Procurement Lead at Executive Leadership forums as required
  • Focal point for resolving day to day supply chain local issues
  • Create inputs to the Procurement Leadership Forum (via the local Procurement Lead)
  • Sourcing and management of strategic contracts for TPE and FirstRail maximising economies of scale
  • Overall accountability of master databases including contracts and savings reporting tools
  • Proactively manage and analyse data for TPE
  • Extraction of system data to generate cyclical and ad-hoc reports for key stakeholders
  • Support the delivery of Committed Obligations including input to DfT reporting where required
  • Support the implementation and use of procurement strategies to provide best value for money, including cross divisional synergies
  • Proactively track and manage procurement contracts using the e-procurement systems (such as Wax Digital and Per Angusta)
  • Management of purchase order approval within TPE, including catalogue e-procurement
  • Provide key stakeholders with system updates/training where required
  • Support the promotion of procurement strategies within the local organisation
  • Support the rationalisation of supplier costs to TPE

 

 

Skills, Experience and Personal Attributes

Essential

  • Broad based professional procurement experience combined with strong commercial and financial awareness
  • Knowledge of tender construction and processes
  • A high level of proficiency in Microsoft Office applications, particularly an advanced level of Excel
  • Ability to work independently and use initiative
  • Strong Analytical skills
  • Ability to manage multiple projects/tasks at any one time
  • Experience of high-volume data management and reporting
  • Excellent written and verbal communication skills
  • Demonstration of accuracy and thoroughness; ability to look for ways to improve processes
  • Ability to build credibility with internal stakeholders
  • Well-developed influencing skills in managing effective working relationships with key stakeholders at all levels
  • Experience of procurement systems including e-sourcing/e-tendering
  • Self-developer

 

Desirable

  • MCIPS qualified or working to achieve within 12 months
  • Experience of working in the rail sector
  • OJEU legislation
  • Working knowledge of procurement legislation



Organisational Context

Dual reporting to the local Rail Procurement Manager and local Senior Finance Business Partner.

 

Location

 The role will be based in Manchester with some occasional travel to London and/or across rail networks
