Procurement Manager - Rail (010327)

Location: Flexible UK, although regular travel into London will be required.

What's the purpose of these vacancies?

FirstGroup's Head of Procurement is looking to recruit a Category/Procurement Manager to deliver best value for money by effective management of spend, within assigned categories, ensuring that cross divisional synergies are identified and leveraged.

The role will be responsible for Procurement activities within the UK Rail Division and on behalf of Train Operating Companies including TransPennine Express (TPE).

What are the principle accountabilities for this role?

  • Effective management of spend within the portfolio of assigned procurement categories.
  • Delivery and reporting of cost benefits against agreed targets.
  • Develop, implement and execute procurement strategy to generate best value for money. 
  • Responsible for the sourcing and management of strategic supply contracts on behalf of both Rail Division and TransPennine Express (TPE) to maximise economies of scale and any distinct requirements.
  • Identification and implementation of benefits resulting from cross divisional synergies ensuring TPE are fully represented.
  • Ensure TPE costs are optimised through appropriate supplier rationalisation and spend consolidation.
  • Engagement with stakeholders to ensure that procurement category strategies are aligned with business objectives and priorities.
  • Ensure the sourcing, contracts and R2P processes agreed with suppliers are aligned with FirstGroup policies, procedures, governance and values.
  • Ensuring that cost, risk and compliance is managed through robust contracts with approved suppliers and that trading terms and conditions are aligned with First legal governance, requirements and obligations
  • Providing Procurement support to meet franchise committed obligations and support TPE with franchise key contracts and key contract engagement with the DfT.
  • Representing TPE in Group Procurement reviews and initiatives, including cross-TOC and cross-divisional sourcing projects.
  • Be recognised as the Subject Matter Expert (SME) for all assigned categories of spend and lead on related Category Management strategies.
  • Support the Head of Procurement - Category Management - in delivering agreed category strategies across First Rail.
  • Support the Head of Group Procurement Rail & Bus with delivery of major projects as identified.

What type of person do we need?

A resilient and highly-organised person is required, with the ability to communicate effectively and with Senior Stakeholders. Someone with strong negotiation & influencing skills would be a great match, as would an individual who's flexible and adaptive to changing priorities & objectives.

You will need to be confident with developing and managing collaborative business relationships (both internally & externally) and be able to identify & deliver innovative solutions.

What previous experience is essential, to be considered?

  • Category management across a wide and diverse portfolio.
  • Track record of delivering cost benefits and improvements.
  • Delivering enhanced value from supplier management – relationship (SRM) and performance (SPM).
  • Creating and executing complex tenders and contracts.
  • Proven ability to meet deadlines and targets
  • Experience of Procurement systems including eSourcing/eTendering.
  • Experience of implementing/working under category management-based approaches.

Although not essential, it would be beneficial for you to have a recognised professional procurement qualification, such as FCIPS; MCIPS.
