Technical Engineering Projects Team Manager (9095)

Job Requirements 

To provide professional Engineering support for the fleet operated by South Western Railway. To work with the depot teams, ROSCO's and suppliers in planning and introducing these changes, having obtained the necessary approval to do so.

To direct the team of professional project engineers responsible for defining, collating and updating the technical standards to which the SWR T&RS fleet and its components are maintained and developed, to deliver the company's aspirations of operating a safe, reliable, cost-effective and customer focused railway.

As the deputy for the Head of Fleet Programmes, this post shares the responsibility for managing the successful delivery of large scale refurbishment programmes across a number of our fleets.

Management of 4-8 professional engineering managers.

Principal Accountabilities 

  • To establish, develop, maintain and review any changes to maintenance standards, specifications, overhaul documents, manufacturing, repair, schematics, Group Standards, drawings and instructions, for their impact on contractual, financial, safety, production and reliability of the fleets affected, for all levels of the maintenance activity.
  • Review all unplanned activities resulting from NIR's, Audits, technical failures and advice from suppliers that there may be technical short comings in the supply, overhaul or repair of components
  •  Lead, direct, manage, organise and control the team of Professional Engineer's to provide an efficient service to the Engineering function, by the setting of objectives, planning, briefings, coaching, training and the application of South Western Railway policies and procedures
  • Collect, process and analyse data for the purpose of identifying the root cause of problems, issues and propose or agree solutions to improve or eliminate them
  • Project engineer modifications, trials, experiments, tests and investigations, designing the parameters of the schemes to ensure that the results allow a successful change to be implemented without risk to South Western Railway.
  • To provide a service to the Fleet Managers and their teams for technical support on statutory modifications, design changes, recommendations from public inquiries, NIR's, procedures, standards, methods, frequencies, materials, specifications, tools, equipment, facilities, training and investigating and implementing the changes required to the South Western Railway  fleet via the Engineering change process.
  • Contract manage additional resource via suppliers by negotiating the remit, timescales, output, cost, methods and analyse the results before recommending or rejecting the proposals on the basis of a business case and risk assessment.
  • Provide out of hours ON CALL cover for technical safety related issues on rolling stock.  
  • Deputy to the Head of Fleet Programmes.
  • Required to critically review all changes proposed to rolling stock operated by South Western Railway and recommend/reject as required.
  • Manage the implementation of all rolling stock projects giving consideration to the imported technical risk and commercial position to the company.

 Specific Experience, Knowledge and Qualifications

  • Degree educated and Chartered Engineer or working towards it;
  • Proven experience in a role with technical management/supervisory experienced required;
  • Knowledge and ability to interrogate Railway Industry software systems is desirable;
  • Knowledge of rolling stock equipment and design, modern maintenance systems, train operation and the principles of vehicle design and construction are desirable though not essential;
  • An industry recognised project management qualification or significant experience of delivering large scale complex fleet projects.
  • Must be able to work on their own initiative;
  • Must be enthusiastic and a team player;
  • Excellent communication and interpersonal skills;
  • Excellent leadership and people management skills with ability to influence management decisions at senior level;
  • Experienced in the ability to mentor and coach individuals and teams.
  • Understanding of RIS-2700-RST (Engineering Change)
  • Previous experience with Railways and Rolling Stock (Gauging, Overhauls, Modifications)
