Safety, Quality and Environment Manager (7461)

Main Purpose 

To lead and provide guidance and support to depots on environmental issues within the Engineering function to ensure ongoing compliance with company environmental policies and procedures, as well as relevant standards and legislation.

To provide an interface with fleet depots for audits with respect to ISO certification and liaison with Office of Rail Regulation for Environmental matters.

Support SWR wider business to achieve and retain accreditation to ISO14001 and ISO50001.



Reporting to the Fleet Safety and Competence Manager, this post provides management advice and support on environmental issues to fleet depots (both London and Country), and support to wider business regarding engineering environmental aspects and issues.

Role is based at Wimbledon Depot, but requires to attend all Fleet depots and associated sidings

Principle Accountabilities

  • Develop, implement and maintain a Fleet depot environmental plan for all environmental activates carried out at the depots and associated sidings to ensure compliance with legislation and depot lease agreements.
  • Liaise with the SWR Head of Sustainability and team to ensure the Fleet depots are supporting the SWR sustainability and environmental projects.
  • Liaise with external bodies (e.g. Network Rail, or Environmental Agency,) as necessary for advice or on issues relevant to SWR.
  • Ensure that communication lines are established to liaise with depot based management staff at all areas within scope to disseminate and update information.  Provide environmental briefings to depot management and staff as necessary.
  • Initiate and follow through changes to systems and procedures to ensure that Fleet is consistently working to current company and legislation standards.
  • Review depot environmental risk assessments to ensure that in principle adequate depth is given to the assessment process.
  • Liaise with the SWR Head of Sustainability and team for matters of principle, which need a consistency throughout SWR.
  • Develop, implement and maintain procedures for audit and compliance checks in accordance with The Fleet Quality Management Plan for all locations to maintain the Fleet Environmental Certification accreditation to ISO14001.
  • Ensure compliance with targets for Management Environmental Tours and Systems Audit plans for all Fleet locations.  Report any shortfalls to the relevant Depot Manager and the Fleet Safety and Competence Manager.
  • Develop, issue and advise in new policies and procedures associated with Environmental issues. Monitor introduction of new procedures and address any issues raised locally to ensure consistent introduction across all depots.
  • Give assistance to depot based staff to enable devolution of policies into depot procedures, and to introduce measures to confirm the adequacy of those procedures.
  • Co-ordinate and ensure the provision of expert professional environmental advice at local environmental meetings.
  • Assist the Depots in managing Legionella (depot and on-board trains) activities carried out at the depots and associated sidings to ensure compliance with legislation. 
  • Assist depots in complying with regulations for radiation employers, including
  • Acting as Radiation Protection Supervisor for SWR as required.
  • Continually review and maintain the environmental impacts and assessment register for the depots. Report any shortfalls to the relevant Depot Manager and the Fleet Safety and Competence Manager.
  • Report on depot environmental performance to the Fleet Safety and Competence Manager at the end of each railway period.
  • Support roll out of EMS (ISO 14001 2015 and ISO 50001 2001) for engineering, changing/updating documentation and developing training initiatives and engaging teams on their requirements.  Undertake audits to the new standard, incorporating energy with support from the Energy Manager.
  • Effectively monitor and challenge performance with regard to energy use on depots. Lead and represent initiatives for the depots. Define the specifications, scope and training needs for new initiatives. 
  • Monitor existing water usage, develop and support initiatives to reduce water usage.
  • Monitor waste segregation performance at depots and support depots to find ways to reduce hazardous waste and meet company waste targets. 


Decision Making

This post has the responsibility for ensuring environmental procedures and processes are developed to comply with mandatory legislation and the depot lease agreements with Network Rail and are to be implemented across the fleet function.

 Good communication skills at all levels within the organisation. Ability to complete records and compile concise reports which will demonstrate competence is being managed and influences others.


Specific Experience, knowledge and qualifications

  • Experience of managing Environmental activates within heavy industry.
  • Good communicator with the ability to motivate staff and others.
  • Sound understanding of Environmental Legislation, Codes of Practice, Procedures etc and their application to resolve problems.
  • Environmental qualification of NEBOSH Certificate or equivalent
  • IOSH Managing Environmental Responsibilities or equivalent
  • Quality Auditor qualification desirable

Responsible through process and procedure that all Fleet environmental activities are managed effectively.

Additional tasks as specified by the Head of Fleet Engineering and or Fleet Safety and Competence Manager.

Principle accountabilities may differ from depot to depot.
