Operational Standards Manager- Drivers

Main Purpose

Assist the Head of Operational Standards in monitoring, updating and maintaining operating and traincrew standards and instructions for the safe and effective operation of South Western Railway.  Undertake both practical and underpinning knowledge assessments of staff in safety centred posts that require these competencies.

Principal Accountabilities

  • Develop and maintain a system to ensure all Traincrew Depot Managers, Standards Managers, Standards Inspectors and other staff as directed are regularly monitored and assessed on their vocational skills and underpinning knowledge for the post they hold
  • Maintenance of specific operations, traincrew and safety standards which meet the full requirements of Network Rail and other high level industry standards and Codes of Practice by means of professional experience and expertise, and ensuring that they fulfil the needs of the operations, are clearly understood, practical and provide for a safe method of working
  • Assist the Head of Operational Standards to monitor operating incidents, and dangerous occurrences to establish causes, determine trends and transferable lessons that are relevant to South Western Railway's operation and other industry partners where necessary.  Advise remedial action ensuring this is followed up and any recommendations implemented and ensure that the systems and process used for operational standards, competence, investigation and recommendation tracking are good practice and deliver the needs of the business
  • Lead the investigation of operating incidents and determination of causes and recommendations and work closely with Network Rail with SPAD investigations
  • Support the Head of Operational Standards with signal sighting and sighting of other train operating equipment with Network Rail on behalf of SWR
  • Assist with the development and achievement of higher safety standards through modern safety techniques, rules and regulations and instructions, staff to be fully trained and briefed
  • Take an active part in the management of the Autumn lead fall preparations, and when necessary, attend Adhesion Working Group conferences on behalf of SWR
  • Download and interrogate Data Recorders as required. Provide guidance to managers requiring help with OTMR investigations
  • Provide a level of assurance to the head of Operational Standards that the specific operations standards, policies and procedures and being consistently and faithfully complied with, through audits, verification and other assurance activities
  • Develop and maintain specialist or specific task based /workplace risk assessments, for operations, and support the management team to ensure they are used and fit for purpose
  • Support the local management team to ensure Operational Health and Safety is delivered, hazards and actions are taken and applicable standards and process are maintained
  • Responsibilities for the management of any allocated contingency staff competencies, including the administration for competency management systems and competence assessment of staff other than SWR
  • Attend and represent South Western Railway's interests at key industry stakeholder meetings (OPSRAM / ATOC / RSSB / ORR)
  • Approve / Verify Training and Briefing material

Decide the best and most efficient and effective way to comply with the specific legislation and regulatory requirements for the systems, processes and operational standards you are responsible for.

Minimum Requirements

  • Thorough knowledge of Rules and Regulations, Operating Instructions, Network Rail and Industry Standards and statutory legislation
  • Detailed knowledge of the routes and rolling stock operated by South Western Railway
  • Must have certified personal competence to drive, train work and assess on specific forms of traction deployed by South Western Railway.
  • NVQ level 3 & 4 accredited assessor and verification certification
  • Signal Sighting Competence (Sentinel)
  • Significant experience and understanding of risk assessment with ability to analyse and interpret numerical data.
  • Good communication skills, both written and verbal, with the ability to influence decision makers and the behaviour of front-line employees.
  • Ability to work on own initiative, self-motivated and able to set and achieve demanding targets and objectives, and report upon them.
