CX Business Change Safety Ops Manager

Main Purpose

This role has primary responsibility for driving improvements in safety and compliance within the Stations function.  The role will support the Senior Stations Operations Manager in ensuring that the Stations function operates within regulatory and legislative compliance and within SWR policies and procedures.  The role holder must ensure that the Stations function adheres to internal and external safety audit findings, company safety procedures, and health and safety at work acts and regulations. The role is overall responsible for all safety and operational initiatives within the Stations function and for providing professional, expert and independent safety advice and leadership. The role holder will also lead the delivery of any safety related project work within Stations such as new train introductions and contingency planning. They will be responsible for ensuring that all required members of the station team remain within their safety critical competencies. The role has an on-call requirement.

Key Accountabilities

Operational Safety Management

  • Completes clear and thorough competence assessments focussed on the proposed projects that are risk based and support continuous improvements in safety.
  • Responsible for ensuring the CX Change projects have completed competence assessments as per SWR standards and working with the Operational Standards function to manage any deviations from the standard.
  • Support the Head of CX Business Change Programmes in the delivery of all safety operational activities and projects.
  • Support CX Business Change team to create clear implementation plans for operational projects and workstreams.
  • Ensures all safety validation is in place for operational and contingency plans before implementation.
  • Ensures all projects are within legislative and regulatory compliance with all authorities and within SWR policies and procedures.

Safety and Compliance Management

  • Challenges and improves functional safety culture to move towards proactive rather than reactive safety leadership.
  • To be responsible for the provision of professional, expert, and independent safety advice, assistance and support to the CX Business Change function.
  • Develop and implement an effective and clear safety communications strategy for the CX function.
  • Maintains theoretical and practical competence in the field of safety and competence management.
  • Acts as a positive role model in all matters relating to safety and customer service on behalf of SWR.
  • Supports the CX Business Change team to create business cases for improvements at SWR where a performance benefit is identified.

Stakeholder Management

  • Develop and maintain effective working relationships with relevant trade unions representatives, through agrees principals of engagement on all matters related to safety and competence within the stations function.
  • Works closely with CX Change team to engage external stakeholders to ensure a cohesive approach towards safety plans for stations.
  • Present and communicate performance data to regional management team and station managers.
  • Holds project managers to account for their local safety consideration in projects.
  • Works with relevant departments across SWR to endure collaboration and insight.

Efficiency

  • Works within agreed budgets on all operational projects.
  • Uses data to identify performance efficiencies and support performance improvement business cases.

Skills / experience

  • Good standard of education
  • Relevant experience in an operational role and working in a regulated environment including compliance to safety regulations and operational standards.
  • Holds a formal safety management qualification (NBOSH Certificate or equivalent)
  • Experience in competency management and assessment with a V1 verifiers qualification preferred.
  • Has in depth knowledge of relevant safety legislation, regulations and industry standards.
  • Must have the ability to work independently and as part of a team, and successfully adapt to changing priorities.
  • Strong communication, presentation and influencing skills
  • Experience of stakeholder management; also includes influencing and negotiation with internal and external stakeholders.
  • Proven ability to deal with and overcome difficult and challenging business issues
  • Evidence of strong planning, analytical and organisational skills
  • Has the ability to lead, motivate and influence others and improve culture
  • Previous experience of a unionised workforce
  • Broad railway operational knowledge

Please note this is a 12 month fixed term contract/secondment based in Southampton and London.
