Class 701 Introduction Planning Manager

Job Description                

  • Lead the Train Planning workstream relating to the introduction of the new Class 701 fleet to ensure the resilience with the associated timetabling and diagramming
  • Determine the planning requirements for other operators undertaking mileage accumulation on behalf of South Western Railway
  • Represent the TPU when working in partnership with other internal functions and NR Capacity Planning on the introduction of the Class 701 fleet.
  • Develop successful timetable and resourcing strategies, managing production of operational plans in accordance with resource availability, commercial, business and contractual requirements.
  • Understand, identify, influence and mitigate impacts of timing, stock and crew diagramming decisions across the Class 701 workstream
  • In conjunction with the Engineering Strategy Manager, ensure that items of engineering work for testing, gauge clearance and the opening of Feltham Depot and other new stabling are properly integrated into one effective train plan.
  • Integrate aspects relating to the introduction of the new suburban fleet into the overall Timetable Service Specification 2 (TSS2) strategy in conjunction with the Timetable Development Manager
  • Develop and agree Timetable Planning Rules values with Network Rail
  • This role needs to identify and co-ordinate resources from other TPU teams as required

 

Key Accountabilities

You are responsible for:

Train Planning

  • Responsible for proactively leading train planning team requirements and delivery of a smooth introduction of the Class 701 fleet
  • Oversee the end-to-end process of the introduction of the Class 701 from a planning perspective, aligning to industry and internal deadlines
  • Direct the planning of Class 701 introduction so that fleet deployment changes are properly integrated across all aspects of the train planning function (timing, stock (including berthing), crew diagramming) to provide the optimum plan which reflects fleet and train crew constraints
  • Identify, mitigate and resolve issues and risks to how the introduction plan
  • Work in conjunction with the LTP Timings Manager and Network Rail capacity planning to deliver Timetable Planning Rules values and Sectional Running Times covering Class 701 operated services
  • Support the Timetable Development Manager in liaison with external stakeholders and customers over the Class 701 introduction  plans.
  • Advise the Timetable Development Manager where any issues arise with delivery of the Timetable Service Specification (TSS2) due to be implemented as early as December 2020. Identify where any DfT derogation is required in relation to development of the timetable
  • Manage conversion of the commercial specification into an operationally robust train plan, compliant with all fleet and track access contractual requirements
  • Ensure that all Class 701 train plans are communicated internally and externally to Network Rail, customer information, service delivery and support functions, in the timely manner which is compatible with the outputs these functions are required to deliver
  • Work in conjunction with the Engineering Strategy Manager  to develop possession plans that efficiently deliver access to deliver the timely opening of Feltham Depot, gauge clearance of routes required, and testing / mileage accumulation paths aligned to the arrival of the new fleet
  • Ensure development of the Class 701 train plans is in keeping with projected availability of train crew, rolling stock and other resources and is conducive to those STP alterations to facilitate entry into service requirements

 

Leading and Developing a Virtual Team

  • Develop and maintain a project plan for the planning workstream, identifying future resource needs and managing risks
  • Identify training needs and changes in processes within the TPU driven by the introduction of the new trains
  • Document and share knowledge gained from the introduction of the fleet to assist in future BAU planning.

 

Person Specification

Decision Making

  • To determine the timings strategy for all Class 701 SWR test runs
  • To identify which TPU functions need to be involved at stage of the fleet introduction and secure resources as required
  • Determining the stabling, rolling stock and train crew diagramming strategies for the introduction of the Class 701 fleet

 

Experience, Knowledge, and Qualifications

  • Line management experience including developing, coaching and mentoring.
  • Ability to communicate with people at all levels, also build good working relationships and influence teams with other companies and departments.
  • Ability to analyse and interrogate high levels of complex data determining optimum outcomes

Education

  • Educated to a degree standard or with significant relevant business experience.
  • Membership of Institution of Railway Operators

 

Job Specific Knowledge & Skills

  • Significant operational planning experience providing a good knowledge of all aspects of Train Planning including fleet deployment constraints, maintenance strategy and all aspects of traincrew diagramming and associated agreements.
  • Understand the interactions and dependencies of all facets of train planning including efficiency, customer service, resilience and safety.
  • Knowledge of SWR route geography, traffic flows and infrastructure capability
