Performance and Planning Manager

Summary of the role

The Planning and Performance Manager is responsible for the implementation of strategic performance and development of plans.

The key aspects of the role are to oversee:

  • Strategic timetable development, maximising revenue
  • Timetable planning, ensuring Hull Trains paths are protected
  • Current operations, and the relationship with the Control function
  • Resourcing, so that the operational plan meets the need of the base train plan
  • Relationship management with Network Rail and;
  • Performance management, ensuring that Hull trains delivers on its performance improvement targets

  • Key Accountabilities:
  • Lead, develop and motivate the Performance & Planning Team
  • Strategically develop the base timetable to maximise the business opportunities of FHT
  • Act as the focal point for all long-term access planning for FHT
  • Develop and implement a fit-for-purpose strategy that delivers a continuous drive to produce train plans including stock and crew diagrams that meet the business needs of efficiency and performance, in accordance with required timescales
  • Develop improved cooperative working between FHT, other Operators and NR planning teams to produce plans that better meet the wider needs of all parties including performance. Develop and deliver project initiatives that improve integrated working
  • Review train crew terms and conditions at regular intervals to maximise all business opportunities
  • Lead and process to determine high risk possessions that will potentially impact adversely on the business
  • Act as a member of the FHT executive, providing fellow FHT executives with recommendations and business cases where diversionary routes are required during engineering possessions
  • Agree the FHT train plan including timetables, stock and crew diagrams, ensuring that it meets business requirements. Recommend outcomes to the FHT Executive on important or contentious issues
  • Lead Planning input into infrastructure proposals and schemes to maximise business benefit
  • Take the lead in developing FHT performance improvement objectives and targets
  • Work closely with Network Rail and other TOC's and attend industry focus groups as required
  • Oversee the delay attribution process on behalf of FHT
  • Manage the day to day interface with the Control function ensuring the quality of output by owning the relationship with Control
  • Oversee all learning opportunities arising from incident management
  • Develop and Implement continual enhancements to the base plan, eliminating the gap between the plan and the reality
  • Provide meaningful analysis and quantification of benefits for performance improvement and timetable enhancements so that funding can be identified
  • Monitor and report spending and resolve variances
  • Design and implementation of Performance Improvement Initiatives, working with the relevant business department to deliver the schemes as per the project timeframe
  • Create a team culture of support, encouragement, challenge and engagement so that all stakeholders understand their performance responsibilities and where to go for help in delivering them
  • Work with key stakeholders to ensure they deliver their agreed SMART performance objectives within the agreed timescales, challenging them where this is not the case and supporting them to deliver
  • Ensure that a live, organic Performance Improvement Plan exists that is continually added to and is constantly up to date. Ensure all forthcoming performance risks are identified and mitigated against through the creation of a robust risk register
  • Ensure that all areas of the business are fully prepared for any seasonal changes, reviewing performance at the close of each season and continually developing our plans so that we improve our delivery year on year
  • Lead stakeholder management on performance issues ensuring that the FHT executive and First Group Board are provided with performance data in agreed formats and within agreed timescales

About you:

  • An in-depth knowledge of railway operations
  • An in-depth knowledge of train crew terms and conditions
  • A detailed understanding of Network Rail planning processes
  • Detailed knowledge of schedule 8
  • An ability to positively influence and develop relationships with key Network Rail contacts
  • An appropriate degree or relevant work based experience
  • Good communication and motivational skills to engage with all levels of staff
  • An energetic and enthusiastic approach to problem solving and team leadership across a broad range of topics
  • Demonstrable experience in driving cultural change in a highly-regulated industry
