Commercial Development Manager

About the team:

The Commercial Development team works with stakeholders and partners to identify and bring forward enhancements to stations and services.

Rail services are seen as vital to local and regional economies and there are many partners who want to work with us to help shape their towns and cities as they grow.  The current franchise has delivered over £100m of investment in station and depot enhancement projects across the network and the scale of opportunity for further projects is immense.

Commercial Development Managers play a vital role in the process, working closely with the regional development team to secure and contract new investment. Having secured the investment, they enable the efficient delivery of projects, maintain key relationships with Network Rail and ensure the right processes are followed.  Many schemes involve third party funding and the team works with project managers and operational colleagues to ensure this is secured, efficiently used and that our promises are delivered.

About the job:

Our East region covers the area from the London Thames Valley to Gatwick, as far west as Didcot and up to Worcester.  You will be expected to travel regularly to Swindon and other areas within the East region as required, although your office base will be in Reading. 

Your main responsibilities will be:

  • Drafting and negotiating contracts with Network Rail and various third parties;
  • Overseeing the execution of contracts and contributing to the efficient management of projects, through managing budgets, monitoring payments and producing reports as required; 
  • Managing various rail industry processes, such as station change, minor modifications and asset protection agreements, to support projects where required;
  • Supporting the Regional Development Manager East to identify opportunities to secure  investment in the railway, working in collaboration with our partners and writing and assembling funding bids;
  • Supporting the development of GWR's relationships with stakeholders, including Local Authorities, Local Enterprise Partnerships, Community Rail Partnerships, Rail User Groups, Network Rail and the Department for Transport;
  • Supporting the Regional Development Manager East with project and strategy work as required; and
  • Working closely with colleagues across Commercial Development and the wider business, including the Head of Commercial Development (interim) to whom you will report and the Regional Development Manager East

You'll need to be:

  • Able to build and maintain great relationships with our stakeholders
  • Passionate about developing and enhancing the rail network
  • Driven and determined to meet projects and deliver betterment
  • Numerate, logical and have excellent attention to detail
  • Personable, approachable and able to lead internal and external presentations to secure support
  • Able to skilfully balance priorities and solve problems efficiently

As a minimum you'll need to have:

  • Experience in contract management and project delivery
  • Educated to degree level or equivalent
  • A commercially astute, persuasive, and customer focused attitude
  • Highly developed collaboration and negotiating skills
  • Thorough knowledge and understanding of the railway industry and experience in working with third parties
  • Strong problem solving skills
  • Highly developed PR skills
  • Team player, strong leadership style, and people management skills. Ability to influence decision-making
  • The ability to effectively communicate to all levels inside and outside the business


About the location:

Reading.  You'll be based in an office alongside colleagues in Commercial Development

Working Pattern:

Office hours.  Occasionally may require attendance at evening meetings with stakeholders.
